If the car seats and headrests remained upright, they would properly cushion and protect motorists and prevent them from being thrown around the car. This could not only prevent additional injuries, but can also prevent occupants from being ejected from the vehicle, which often results in death.
Although U.S. seatbelt requirements are stringent and require extensive crash testing, car seat back safety requirements are quite lax and crash testing is not required. One would hope that car makers would voluntarily improve car seat functioning to prevent injury and death of their customers, but this is not the case. For example, General Motors' front car seats collapse upon even mild impact or speed change, and GM's own tests confirm this. While the technology for improving performance is readily available, profit motives prevent many car makers from instituting changes. In the meantime, the driving public remains at risk for injury and death.
